Open Internet Compliance Statement
Updated July 7, 2026. Replaces the 2015 statement.
The Federal Communications Commission ("FCC") requires broadband internet access providers to post information regarding their network management practices, performance characteristics, and commercial terms, so that consumers can make informed choices and so that content, application, service, and device providers can develop and maintain internet offerings. Information regarding the FCC's open internet rules is available at fcc.gov.
This statement sets forth the policies and practices of Plains Internet, LLC ("Plains Internet"). It supplements and is incorporated by reference into the Plains Internet Terms of Service; if there is any inconsistency between this statement and the Terms of Service, the Terms of Service control.
Network management practices
Congestion management. Customers are subject to the maximum connection speeds of their service plan. In a manner consistent with our Privacy Policy, we monitor network traffic to ensure capacity is sufficient to maintain an efficient network load, to perform diagnostics, and to otherwise manage and enhance the network. We may give priority on an unpaid basis to latency-sensitive classes of traffic such as real-time calls and video meetings, to traffic essential to the efficient operation of the network, and to traffic related to commercial customers or customers with dedicated connections. We may limit peer-to-peer applications to the extent we determine, in our sole and reasonable discretion, it is appropriate to maintain an efficient network load. If we determine that the manner in which a customer is using the Service negatively impacts other customers or the network, we reserve the right to apply additional congestion management techniques, such as temporarily reducing the priority of that customer's traffic until the condition passes.
Service is provided on a best-efforts basis. Circumstances that may affect speed and quality include, but are not limited to, foliage and line-of-sight obstructions (for fixed wireless service), distance between the customer and the transmission point, and the number of devices connected at the customer's location.
Application-specific behavior. Subject to the peer-to-peer qualification above, we generally treat all lawful applications identically. We reserve the right to block or limit access to applications that we determine, in our sole and reasonable discretion, may expose Plains Internet to legal liability, harm the network, or interfere with or impair the experience of other customers.
Device attachment. We do not limit the types of devices that can be connected to the network, provided they are used for lawful purposes and do not harm the network. If we determine that a particular type of device negatively impacts other customers or the network, or may expose Plains Internet to legal liability, we reserve the right to limit or restrict its connection.
Security. The network is designed to prohibit third parties not served by the network from initiating connections to customers who have not been allocated a public IP address. We may prohibit activity that we deem, in our sole and reasonable discretion, to pose a risk to the network or to other customers; triggering conditions include denial-of-service activity, IP address or port scanning, and excessive account login failures. If we notice harmful or disruptive customer connections, we will attempt to notify the customer and work collaboratively to remedy the issue, but we reserve the right, without advance notice, to block any customer's traffic that we determine may cause harm to the network or other customers until the issue is addressed to our satisfaction.
Performance characteristics and commercial terms
Services and pricing. A current description of our service offerings, prices, speeds, and fees, including an FCC Broadband Facts label for every plan, is published at plainsinternet.com/plans.
Data caps. We do not impose data caps on any plan.
Term commitments. Standard residential plans require no long-term contract. Where a specific offering requires a term of service (for example, certain business agreements or subsidized build programs), that commitment and any early termination terms are set forth in the customer's service agreement.
Acceptable use. All service offerings are subject to our Acceptable Use Policy, which we may from time to time establish or revise.
Privacy. Our current privacy policy is available at plainsinternet.com/privacy.

Disputes. The Terms of Service require the use of individual arbitration to resolve disputes and otherwise limit the remedies available to customers in the event of a dispute.
FCC notice
If a customer believes Plains Internet is not complying with the FCC's rules, the customer may file an informal complaint with the FCC at consumercomplaints.fcc.gov. Customers may also file formal complaints with the FCC under its formal complaint procedures.

This statement does not affect, alter, or supersede the legal status of cooperative efforts by Plains Internet designed to curtail copyright infringement in response to information provided by rights holders in a manner that is timely, effective, and accommodates the legitimate interests of the company, rights holders, and end users. It does not prohibit Plains Internet from making reasonable efforts to address the transfer of unlawful content or unlawful transfers of content.
